WNC -- July 28, 2025: Thousands of small farms and rural businesses across the United States, including many in Western North Carolina, have been left in a state of uncertainty following the U.S. Department of Agriculture's (USDA) abrupt cancellation of a vital application window for its Rural Energy for America Program (REAP).

The decision, announced just one day before the window was set to open, has sent shockwaves through the agricultural community.

The now-cancelled application period for REAP grants was scheduled to begin on July 1, 2025, and run through September 30, 2025. Farmers and business owners who had diligently prepared their applications for this specific window were notified of its cancellation by the USDA on June 30, 2025 – the day before they could even submit.

What is REAP?

The Rural Energy for America Program (REAP) is a cornerstone federal initiative designed to help agricultural producers and rural small businesses reduce energy costs and promote energy independence. Established by Congress in the 2008 Farm Bill under President George W. Bush, REAP provides financial assistance through grants and loan guarantees for projects involving renewable energy systems (like solar, wind, or geothermal) and energy efficiency improvements (such as insulation upgrades or more efficient HVAC systems). It also offers grants for energy audits to help businesses identify potential savings.


An Unprecedented Cancellation

While REAP has faced challenges like high demand and processing delays in the past, an outright cancellation of an announced application window has not happened in its history. Previous issues have typically involved slower processing times for existing applications or temporary freezes of already obligated funds, rather than preventing new applications from being submitted.

The USDA's stated reason for the cancellation was "due to the overwhelming response and continued popularity of the program resulting in a backlog of applicants." This refers to a significant queue of applications from previous funding rounds, primarily those submitted in late 2024 and early 2025 for Fiscal Year 2025 funding, which are still awaiting processing and funding decisions. The agency indicated it needs to clear this existing backlog before accepting new applications.

Impact on Western North Carolina Farmers

The cancellation has particularly hit hard in Western North Carolina, a region with a deep reliance on agriculture. North Carolina has historically been a top recipient of REAP funds, demonstrating the program's crucial role in the state's rural economy.

Farmers in the mountains and foothills had invested considerable time and resources into planning projects like installing solar panels on barns or upgrading irrigation systems, often delaying these vital improvements in anticipation of REAP funding. Now, with no open window to apply, they face difficult choices:

Financial Strain: Many had already incurred costs for project development and preparations, expecting reimbursement or cost-share through REAP. They are now left to cover these expenses out-of-pocket or seek costly alternative financing.

Delayed Progress: Essential energy upgrades aimed at reducing operational costs and improving sustainability are now on hold indefinitely, impacting their bottom line and long-term viability.

Erosion of Trust: The last-minute nature of the cancellation, combined with ongoing delays in other federal agricultural programs and recent USDA staffing upheavals (including layoffs and reorganizations), is eroding trust in the predictability and reliability of federal support. Farmers are already grappling with processing delays for other programs through local Farm Service Agency offices.

The USDA anticipates reopening REAP for applications on October 1, 2025, for Fiscal Year 2026 funding, but the disruption has left many wondering about the future stability and accessibility of this critical program.
