
AG Jeff Jackson Launches "Safe to Rebuild" Initiative to Combat Post-Helene Fraud in Western NC
North Carolina -- In response to concerns following the devastation caused by Hurricane Helene, North Carolina Attorney General Jeff Jackson has launched the "Safe to Rebuild" initiative aimed at protecting Western North Carolina residents and businesses from scams and property crime during the rebuilding process.
Announced alongside State Bureau of Investigation (SBI) Director Chip Hawley, Haywood County Sheriff Bill Wilke, Waynesville Police Chief David Adams, and other regional law enforcement partners, the initiative seeks to deter contractor fraud, property theft, and price gouging as recovery efforts continue months after the storm.
"We're sending a clear message to North Carolinians – you should feel safe to rebuild in western North Carolina, and our office and law enforcement partners are working to keep it that way," stated Attorney General Jackson during a press conference in Waynesville. He emphasized that his office will prioritize complaints coming from the region, adding, "Anyone who tries to steal property, rip off homeowners, or steal from people is going to face the consequences and be brought to justice."
The initiative comes after the Attorney General's office received reports raising concerns about potential looting, theft of expensive rebuilding equipment ordered by businesses, and opportunities for fraudulent home repair contractors targeting vulnerable homeowners.
To combat these threats, the "Safe to Rebuild" program involves increased vigilance from state and local law enforcement, a commitment to prosecuting offenders, and providing resources to help citizens make informed decisions.
"The highest priority of the Haywood County Sheriff's Office is to protect our people and resources as we rebuild," said Sheriff Bill Wilke, thanking the Attorney General's office for their support. Waynesville Police Chief David Adams added, "Our community is resilient, and we will get through this together. We are all committed to ensuring this recovery process is as safe and secure as possible." SBI Director Chip Hawley also affirmed the SBI's commitment to eradicating scams and fraud during the recovery.

Do thorough research: Ask for recommendations and get at least three written estimates before hiring a contractor. Be wary of unsolicited door-to-door offers.
Verify credentials: Check a contractor's license and look up the business and owner.
Get a written contract: Ensure the contract details the scope of work, materials, price, payment schedule, and completion deadline. Be aware of the three-day right to cancel for most contracts signed at home ($25 or more).
Protect payments: Avoid paying large amounts upfront or paying entirely in cash. Be suspicious if contractors repeatedly ask for funds for materials.
