Haywood County -- May 6, 2024: Haywood County Government News: The Haywood County Board of Commissioners May Regular Morning

Meeting was held on Monday, May 6th, 2024, at 9 AM. Please review the following board update and let Dillon Huffman, Public Information Officer, know if you have any questions.

1. Public Hearing
-A public hearing was held to discuss receiving money from a program called the Community Development Block Grant Neighborhood Revitalization Program. The county wants to use this money to make emergency management services better at the Clyde Armory.

2. Administrative/Agency Reports/Presentations
-The North Carolina Attorney General's office gave an update on what they're focusing on right now and how it affects Haywood County.
-The Haywood County Extension Office gave an update covering recent developments, activities, and programs offered by the extension service.
-The County, through its Recreation Department, is starting a campaign to gather more funds for the Raccoon Creek Bike Park. It's a community effort to make the bike park a great outdoor space for everyone to enjoy.
-County Manager Bryant Morehead presented the Recommended Budget for Fiscal Year 2024-2025.

3. Consent Agenda (passed)
-Approval of April 15th, 2024, special and regular meeting minutes.
-Approval of a proclamation recognizing National Fallen Firefighters Memorial Weekend. This proclamation acknowledges and honors the firefighters who have lost their lives in the line of duty.
-Approval of an economic development agreement for Premier Magnesia, along with a budget amendment totaling $1,126,000.

-Approval for a budget amendment in the Recreation Department, totaling $290,000. This amendment aims to accept and allocate funding from two sources:
1. Haywood Tourism Development Authority (TDA) Grant funding, amounting to $150,000.
2. Naming Rights Sponsorships, totaling $140,000.

These funds are intended specifically for the construction of the Raccoon Creek Bike Park.
-Approve a budget amendment in the Economic Development department, amounting to $30,000. This amendment aims to transfer available funds from Economic Development to support the construction of the Raccoon Creek Bike Park.
-Approval of a budget amendment totaling $20,000. This amendment seeks to accept and allocate reimbursement funds from the Office of State Budget and Management. These funds are specifically for expenses related to Tropical Storm Fred and camper setup.

4. Regular Agenda

-Approval to award a proposal based on the Request for Qualifications (RFQ) selection to McGill and Associates for Design and Engineering Services. The proposed amount for these services is $173,200. McGill was selected to provide building design and permitting, bidding, and construction services for the bike park. (passed)
-Approval of a Memorandum of Understanding (MOU) with Lake Junaluska Assembly. This MOU involves an amount of $290,000 and aims to implement six pickleball courts and renovate the public restroom facilities located at Memory Lane, Lake Junaluska Assembly. (passed)

5. Appointments (passed)

-Approval for the reappointment of Donald Buckner to the Psychiatrist Member Position of the Health and Human Services Agency Board.
